This week<\/p>\n

One power set the agenda across four files — a disarmament deadline for Hezbollah, a disarmament roadmap for Hamas, a naval blockade of Iran, and a warning to Türkiye over Syria. The common factor is not a plan; it is leverage.<\/p>\n <\/div>\n

\n

The Middle East’s week can be read through a single question: what is the United States able to compel, and where does that ability run out? On 31 August the Lebanese army is due to hand the government a plan to disarm Hezbollah, a deadline Washington set. In Gaza, the Board of Peace is working a fourteen-day window to turn a July agreement into an actual disarmament roadmap for Hamas. In the Strait of Hormuz, a US naval blockade of Iran is in its seventh month with no talks scheduled. And in Syria, an Israeli strike on an airbase drew an open exchange of threats with Türkiye. This briefing sets out what changed and what it says about the balance of power.<\/p>\n <\/div>\n <\/div>\n\n

Lebanon<\/p>\n

Beirut owes Washington a Hezbollah disarmament plan today. The state has committed on paper; Hezbollah has not moved; and the leverage doing the work is financial and diplomatic, not military.<\/p>\n <\/div>\n

1. Lebanon: The Deadline Washington Set<\/h2>\n

On 7 August the Lebanese government committed to disarming all armed groups in the country, Hezbollah included, and tasked the Lebanese Armed Forces with producing a plan by 31 August. The commitment followed repeated visits by the US special envoy, Tom Barrack, and pressure to answer a Washington roadmap; the envoy has said the plan “will not necessarily” involve military action to make Hezbollah give up its weapons (Deccan Herald, 2026).<\/p>\n

Hezbollah rejects disarmament and ties any discussion to an Israeli withdrawal from the south, where Israeli forces remain. What has shifted around the movement is its environment rather than its position: the fall of the Assad government in December 2024 removed the land bridge through Syria that carried Iranian weapons and cash for three decades, and United States Treasury measures in 2026 have targeted not only Hezbollah-linked institutions but the informal money-transfer networks it uses domestically, making it costlier to move funds inside its own system (Middle East Monitor, 2026).<\/p>\n

Gaza<\/p>\n

Phase two exists on paper — a July agreement to disarm Hamas over seven to eight verified months. On the ground the ceasefire holds only in name, with strikes and violation claims from both sides.<\/p>\n <\/div>\n

2. Gaza: A Roadmap Above a Ceasefire That Holds in Name Only<\/h2>\n

The second phase of the United States’ twenty-point plan opened after Israel confirmed in January 2026 that Hamas had returned the remains of the last hostage from the October 2023 attack. On 30 July, President Trump announced that Hamas and the international Board of Peace had agreed on the “complete disarmament” of Hamas and other armed groups; the text seen by Al Jazeera required a precise disarmament roadmap within fourteen days and a sequence of reciprocal, independently verified steps over roughly seven to eight months (Al Jazeera, 2026; CBS News, 2026).<\/p>\n

The gap between that document and the enclave is wide. On 30 August, Israeli strikes killed Hamas operatives in Khan Younis and Deir al-Balah, which the Israeli military described as ceasefire violations; Gaza medics said a three-year-old child was also killed. Türkiye, Egypt and Qatar condemned Israeli strikes they said had killed at least sixteen Palestinians in four days, and the Board of Peace’s own representative told the Security Council in late August that Israeli attacks were leaving Gazans unable to feel the war was ending (The Times of Israel, 2026; NPR, 2026).<\/p>\n

Syria<\/p>\n

Damascus has gone from Iran’s land bridge to its interdictor. That change now sets Israel and Türkiye against each other directly over who shapes the new Syria.<\/p>\n <\/div>\n

3. Syria: The New Government Is Everyone’s Instrument<\/h2>\n

Under the transitional presidency of Ahmed al-Sharaa, Damascus has shifted from a patron of Hezbollah’s supply line to a state that obstructs it — a structural loss for Iran that underlies the pressure now on Hezbollah in Lebanon. Israel maintains roughly nine military positions inside southern Syria and continues to strike what it identifies as Hezbollah movements there.<\/p>\n

This week the contest over Syria’s direction surfaced between two outside powers. Israel bombed a Syrian airbase it said Turkish forces were preparing to use, then accused Ankara of “dangerous adventures in Syria”; Türkiye told Israel to stop its “reckless” attacks (FDD, 2026). Both governments back the transition in Damascus, and both want to define it — Türkiye through a security presence and reconstruction role, Israel through a demilitarised buffer on its northern border.<\/p>\n

A US naval blockade of Iran is in its seventh month with no talks scheduled. Iran answers by contesting the strait; the UAE says one of its tankers was hit there.<\/p>\n <\/div>\n

4. Iran and the Gulf: The Blockade Without a Negotiation<\/h2>\n

United States Central Command describes an ongoing blockade of Iran enforced by tens of thousands of personnel; by mid-August it reported redirecting dozens of commercial vessels and boarding or disabling several. Washington said in mid-August that no talks with Tehran were underway or scheduled, after earlier drafts circulated by Qatari mediators had reached, in their account, “very progressive stages” (CNN, 2026).<\/p>\n

Iran’s response has been to contest the waterway rather than concede it: an adviser to the supreme leader said Tehran would allow shipments through the Strait of Hormuz only on Iran’s stipulated route, and the United Arab Emirates said Iran attacked a vessel operated by its state oil company while it was transiting the strait. The result is a second contested chokepoint operating at the same time as the Bab al-Mandeb corridor — a compounding pressure on shipping insurance and routing that reaches the Horn of Africa’s Red Sea ports.<\/p>\n

Washington is pressing terms on four fronts at once. Türkiye is filling space in Syria and now beyond it; Iran is constrained but not folding; Russia’s hand is reduced; a new Saudi–Türkiye–Pakistan pact hints at Gulf hedging.<\/p>\n <\/div>\n

5. The Outside Powers: One Agenda-Setter, Several Hedges<\/h2>\n

The United States is the only actor setting deadlines this week — for Hezbollah, for Hamas, and, through the blockade, for Iran. But the pattern of pushback shows where compulsion thins. Iran is absorbing economic and naval pressure without returning to talks. Türkiye, having lost its Syrian rival in Assad, is expanding its footprint and is now willing to trade public threats with Israel, a US partner. Russia, once the decisive external force in Syria, is a diminished presence with no evident capacity to reverse the transition.<\/p>\n

The clearest hedge is the trilateral defence pact signed earlier in August by Saudi Arabia, Türkiye and Pakistan, which President Trump publicly praised: a Gulf oil power, a NATO member and a nuclear-armed state binding themselves into one security understanding is a sign that Gulf capitals are diversifying their guarantees rather than relying on Washington alone. For mediators — and for the Horn of Africa states whose Red Sea trade depends on both chokepoints staying open — the operative point is that the region’s direction is being set by American leverage that is real but not unlimited, and by middle powers already preparing for the day it is less available.<\/p>\n

    Four Middle East files moved this week, and one hand moved all of them: a disarmament deadline for Hezbollah, a disarmament roadmap for Hamas, a naval blockade of Iran, and a warning to Türkiye in Syria. Each is a case of Washington pressing its preferred outcome. None is resolved. Hezbollah has not disarmed, Hamas’s roadmap is unwritten, Iran is contesting rather than conceding the strait, and Türkiye is answering Israel in kind. The week is a measure of how far a single power’s leverage now reaches, and where it stops.<\/p>\n

    The consequences travel. Two contested chokepoints — Hormuz and Bab al-Mandeb — raise the cost of moving oil and goods through the region and press directly on the Red Sea ports the Horn of Africa depends on. A Saudi–Türkiye–Pakistan security pact signals that Gulf capitals are already planning for a future in which American guarantees are less automatic. For the region’s leaders, the week that matters next is the one in which one of these four files either closes or breaks — the Lebanese army’s plan and the Gaza roadmap’s fourteen-day clock are the near tests.<\/p>\n <\/div>\n <\/div>\n\n
