This week<\/p>\n

The United Nations put a name on something this briefing has said for months: outside networks are arming Sudan’s war. The finding lands just before the Security Council must decide the war’s next legal chapter. In Ethiopia, a new clash in Amhara raised an old, unconfirmed question about who is fighting alongside whom.<\/p>\n <\/div>\n

This week brought fewer new battles than new facts about the ones already happening. UN investigators said plainly that foreign networks are recruiting fighters and moving weapons for Sudan’s Rapid Support Forces — a finding that arrives days before the Security Council must vote on extending Sudan’s arms embargo, which expires 12 September. In Ethiopia, Fano fighters tried to take the Amhara town of Weldiya, with unverified claims that Tigrayan forces joined them. Somalia, South Sudan and the Red Sea corridor saw no confirmed change from what Issue No. 4 already reported. This briefing sets out what is solid, what is still just a claim, and what to watch next.<\/p>\n <\/div>\n <\/div>\n\n

Sudan \/ accountability<\/p>\n

UN investigators say outside networks are recruiting fighters and moving weapons for the Rapid Support Forces. The finding puts an official name on what analysts have argued for months: this is not only a Sudanese war.<\/p>\n <\/div>\n

\n

1. Sudan: The United Nations Names the Networks Behind the War<\/h2>\n

On Thursday, 3 September, the UN Human Rights Office said its independent investigators had found transnational networks working across several countries. These networks recruit, train and send foreign fighters to support the RSF. They also help move weapons, ammunition and military technology, and give the RSF logistical support. The investigators called for the people responsible to be held to account (UN News, 3 September; Washington Post, 3 September).<\/p>\n

The report also restated the scale of the war’s cost. As of early September, more than 11.8 million people have been displaced — 7.4 million inside Sudan and 4.2 million in neighbouring countries. The World Food Programme says 24.6 million people face acute hunger, and 2 million face famine or the risk of it (UN News, 3 September). The report does not name every country involved. But it confirms, from an official UN source, the pattern this briefing has tracked since Issue No. 4: outside patrons are keeping Sudan’s war supplied.<\/p>\n <\/div>\n <\/div>\n\n

Sudan \/ United Nations<\/p>\n

The Darfur arms embargo ends on 12 September. The Security Council must now decide whether to widen it to all of Sudan and name drones directly — the same fight that split the Council last week.<\/p>\n <\/div>\n

2. Sudan: One Week Until the Vote<\/h2>\n

As reported in Issue No. 4, the United States has circulated a draft resolution to extend the Sudan arms embargo — currently limited to Darfur under Resolution 1591 (2005) — to the whole country, to name drones and unmanned-aerial-vehicle technology directly, and to widen the sanctions Panel of Experts. Sudan, Russia and China oppose it. The embargo expires on 12 September, so a vote of some kind must happen before then (Security Council Report, September 2026 Monthly Forecast).<\/p>\n

This week’s UN report on foreign networks does not decide that vote — the decision still belongs to the Council’s members, and Russia and China have not changed their public position. But it raises the cost of a weak outcome: a Council that has just been told, by its own investigators, that foreign networks are arming one side of the war will find it harder to explain a vote that changes nothing.<\/p>\n <\/div>\n <\/div>\n\n

Ethiopia \/ Amhara<\/p>\n

Fano fighters tried to take the town of Weldiya. Some reports say Tigrayan forces joined them — a claim the federal government denies and that is not yet confirmed independently.<\/p>\n <\/div>\n

3. Ethiopia: A New Test for the Amhara–Tigray Question<\/h2>\n

Addis Standard reported that Fano fighters, an irregular Amhara nationalist network, attempted to seize Weldiya in the Amhara region. Some accounts say fighters and leaders from the Tigray People’s Liberation Front took part directly. Ethiopia’s federal government has not confirmed this, and no independent body has verified either side’s account (Addis Standard).<\/p>\n

This briefing flagged, in Issue No. 2, a tactical understanding forming between Amhara Fano factions and Tigrayan forces as part of a wider anti-government alignment. Weldiya would be the clearest test yet of whether that understanding has become real battlefield cooperation. Until an independent source confirms it, this briefing treats the claim as reported, not established.<\/p>\n <\/div>\n <\/div>\n\n

Somalia · South Sudan · the Red Sea<\/p>\n

No major new development cleared verification on Somalia’s AUSSOM handover, South Sudan’s election track, or Red Sea shipping this week.<\/p>\n <\/div>\n

4. Elsewhere in the Horn: Quiet, Not Settled<\/h2>\n

Somalia’s handover of AUSSOM bases to the Somali National Army continues on the timeline already reported, most recently the 8 August handover of the Buurhakaba base from Ethiopian AUSSOM troops. Al-Shabaab remains active across central and southern Somalia. South Sudan’s political track stands as reported in Issue No. 4 — President Kiir has confirmed he will contest the 22 December election, and First Vice-President Machar remains restricted. No new confirmed Red Sea shipping incident was found this week beyond the 24 August strike on the tanker Amzan<\/em>, already reported in Issue No. 4.<\/p>\n

None of this means these fronts are stable — only that nothing new passed this briefing’s verification standard in the last week. All three remain live risks this briefing will return to as soon as something changes.<\/p>\n <\/div>\n <\/div>\n\n

    This was a week of naming, not new fighting: the UN named the networks that arm Sudan’s war, and unverified reports named a possible new partner for Ethiopia’s Fano fighters. Neither claim is fully settled. Both point the same way — outside actors and new alliances keep shaping the Horn’s wars from outside the battlefield.<\/p>\n <\/div>\n

    Conclusion<\/h2>\n

    Since Issue No. 1, this briefing has tracked one pattern above all others: outside patrons keeping the Horn’s wars supplied, and internal rivals finding new, sometimes surprising, common ground. This week added an official UN voice to the first claim, and a first, unconfirmed test of the second. Neither is the end of the story. The UN report does not name every backer of Sudan’s war, and the Weldiya claim needs independent confirmation before it can be treated as fact.<\/p>\n

    What is certain is the calendar: the Security Council must act on Sudan’s arms embargo within the week. Whether it does so with the report’s findings in mind, or lets the moment pass, will shape how seriously outside states take the next UN finding about their own conduct — in Sudan, and anywhere else outside hands are shaping a local war.<\/p>\n <\/div>\n <\/div>\n\n
