I · Horn of Africa<\/h2>\n

Horn of Africa today<\/p>\n

A third armed group — not the army, not the Rapid Support Forces — shelled villages in the Nuba Mountains and killed at least 26 people. The killings come one week before the UN Security Council must vote on Sudan’s arms embargo.<\/p>\n

1.<\/strong> Sudan \/ Nuba Mountains.<\/strong> Fighters of the Sudan People’s Liberation Movement-North, the faction led by Abdel Aziz al-Hilu, shelled homes in South Kordofan state on Thursday and Friday. At least 21 people, including women and children of the Otoro community, were killed near the town of Kauda, and at least five more, including a child, were killed in Dilling. The Sudan Doctors Network, a medical group, reported the deaths and called the shelling a clear breach of the laws of war. This faction did not join a ceasefire plan put forward in August. — Al Jazeera, 5 September.<\/span><\/p>\n

2.<\/strong> Sudan \/ the arms embargo.<\/strong> The arms ban on Sudan’s Darfur region runs out on 12 September. The United States, which holds the pen on this file, has put a plan to the Security Council to renew the ban, widen it to cover the whole country, and name drones for the first time. Russia and China do not want a wider ban. Sudan’s government rejects the plan, saying it would treat the national army the same as the Rapid Support Forces. Elsewhere in the Horn — reports that Fano fighters have taken more ground in Ethiopia’s Amhara region, and a build-up of Ethiopian and Eritrean troops along their shared border, have not cleared independent verification in the last 48 hours; both are covered in Weekly Update Issue No. 5. Somalia’s AUSSOM handover and South Sudan’s 22 December election track are unchanged.<\/p>\n\n

II · Middle East<\/h2>\n

Middle East today<\/p>\n

The war that began in February still burns at its edges. This week the United States struck Iranian oil tankers, Israel moved to destroy a captured Hezbollah stronghold in south Lebanon, and a small prisoner swap showed Washington is also pushing quiet talks.<\/p>\n

1.<\/strong> Lebanon.<\/strong> Israel freed four more Lebanese detainees on Friday. The Red Cross took them across the border at Naqoura and handed them to the Lebanese army in Tyre. Five people have now been released under the deal, all civilians. In return, Lebanon agreed to search for the remains of Lebanese Jews who went missing during the civil war decades ago. President Joseph Aoun thanked the United States, which arranged the talks. — Al Jazeera, 4 September; Xinhua, 4 September.<\/span><\/p>\n

2.<\/strong> Lebanon \/ Iran.<\/strong> Israel’s military said it had cleared the tunnels under the Ali al-Taher ridge near Nabatieh, a Hezbollah base it had fought over for months, and would now destroy the complex. Iran had warned in August that it would hit Israel hard if the ridge was taken. US analysts said Iran now has three choices: a large missile and drone attack, a small symbolic strike, or no strike at all. Israel’s defence minister, Israel Katz, said Israel would hit Iran’s energy sites if Iran attacked. — The Times of Israel; Critical Threats, 3–4 September; FDD Overnight Brief, 4 September.<\/span><\/p>\n

3.<\/strong> Iran \/ the Gulf.<\/strong> The fighting picked up again after a quiet month. Iran fired missiles and drones at US bases in Kuwait and the United Arab Emirates; Qatar condemned the attacks. US Central Command said its forces struck Iranian oil tankers this week, part of a campaign to cut off Iran’s oil sales. Oil prices had their biggest weekly rise since mid-July. — Washington Post, 3 September; Critical Threats, 4 September; Reuters, 4 September.<\/span><\/p>\n

Elsewhere in the Middle East — Syria began destroying the last of the Assad government’s chemical weapons stocks on 3 September, its first such step in a decade (Reuters). In Gaza, aid deliveries stay far below the levels promised in last October’s ceasefire, as covered in Middle East Analysis Issue No. 1.<\/p>\n\n

III · The Great Powers<\/h2>\n

The balance of power today<\/p>\n

The Bishkek Declaration shows the other bloc’s shape: ten states, including US-friendly India and war-hit Iran, signing a text that condemns the strikes on Iran without naming the United States or Israel. In Washington’s column, the pressure on Tehran now runs through oil tankers and a UN vote on Sudan.<\/p>\n

1.<\/strong> China · Russia · the SCO.<\/strong> The Shanghai Cooperation Organisation closed its Bishkek summit on 1 September with a joint statement, the Bishkek Declaration, signed by all ten members, including India’s Narendra Modi and Iran’s President Masoud Pezeshkian. The text condemned the strikes on Iran but did not name the United States or Israel. The summit also set up a new joint security body and a 2026–2030 plan for ports and trade routes. India signing the text while still buying American weapons shows how far the group’s reach goes, and where it stops. — The Wire; The Diplomat, 1 September.<\/span><\/p>\n

2.<\/strong> United States · Iran.<\/strong> US Central Command says its forces struck Iranian oil tankers this week to tighten the squeeze on Iran’s oil trade. Six months on from the strike that killed Iran’s supreme leader, the two sides still do not talk directly. Washington is using sea power, not diplomacy, to raise the cost of the war for Tehran. — CBS News; ABC News; Reuters, 4 September.<\/span><\/p>\n

3.<\/strong> The middle powers · Saudi Arabia and France.<\/strong> Saudi Crown Prince Mohammed bin Salman visited Paris this week and signed deals with France covering technology, defence and investment. With the Gulf now inside the blast radius of the Iran war, Riyadh is spreading its bets across more than one great power. — Bloomberg, 4 September.<\/span><\/p>\n\n
