The following six points distinguish reported developments from their implications for regional decision-makers.

1. Ethiopia — Military gains cannot settle the political conflict

Renewed fighting in Tigray now carries a serious regional risk. Reuters reported on 2 October that Ethiopia and Eritrea were on opposing sides, with Addis Ababa accusing Eritrea of supporting the rebels. Those accusations require attribution, but the wider danger is clear: internal conflict and interstate rivalry are feeding each other. Capturing towns may change the battlefield without resolving the grievances behind the war. Regional diplomacy must address both Ethiopia’s internal disputes and its confrontation with Eritrea. Source: Reuters, 2 October 2026.

2. Sudan — A battlefield victory would not automatically produce peace

A July UN report found that looting, fragmented commodity trade and cross-border smuggling help sustain Sudan’s war economy. Violence is therefore supported by financial networks as well as military commands. Weakening one army without dismantling those networks could leave smaller armed groups fighting over territory and revenue. Regional leaders should press for civilian protection, restrict the resources sustaining violence and preserve an inclusive political process. A military outcome alone cannot rebuild a functioning state. Source: UN Human Rights Office, 15 July 2026.

3. Somalia — A security transition must match actual capacity

ISS Africa warns that withdrawing AUSSOM could create a security vacuum because Somali forces may struggle to assume sufficient responsibility. Funding uncertainty makes that danger harder to manage. Transferring responsibility on paper does not demonstrate the ability to protect roads, towns and civilians. Somalia and its partners should measure readiness through verified operational results and reliable financing. A rushed withdrawal could surrender gains that took years to secure and give Al-Shabaab opportunities to expand. Source: ISS Africa, 29 July 2026.

4. South Sudan — An election date cannot substitute for political legitimacy

AP reported in September that President Salva Kiir dissolved the transitional government ahead of the planned 22 December election and appointed caretaker ministers. The report also described concerns about restricted political participation and renewed conflict. An election needs genuine competition, protected civic space and confidence in the process. Without those conditions, voting could deepen the struggle over power. Regional partners should insist on credible safeguards rather than treating the calendar itself as evidence of democratic progress. Source: Associated Press, September 2026.

5. Outside powers — Regional diplomacy must reach the foreign sponsors

International Crisis Group identifies overlapping external rivalries as a major obstacle to stability in the Horn. Foreign support can strengthen local actors while reducing their incentive to compromise. Negotiations confined to domestic parties will remain fragile if external partners continue supplying the means to fight. The AU and IGAD should engage influential foreign governments alongside local leaders. Horn governments must judge partnerships by their public benefits and strategic costs; access to money or weapons does not guarantee an independent foreign policy. Source: International Crisis Group, 17 July 2026.

6. Red Sea — Maritime insecurity is an economic threat to the Horn

Reuters reported in July that shipping through Bab al-Mandeb declined after Houthi attacks on Saudi oil facilities. Such disruption matters beyond Yemen because shipping confidence connects regional ports to international markets. Djibouti, Berbera and Port Sudan depend on both port infrastructure and secure access routes. Horn governments should treat maritime security as part of economic policy, coordinate regional responses and prepare for interruptions. A successful port cannot fully protect trade when the surrounding corridor remains insecure. Source: Reuters, 27 July 2026.

Conclusion

The priority is to prevent these pressures from reinforcing one another. Regional leaders need credible political settlements, security transitions tied to demonstrated capacity, and diplomacy that includes the foreign powers influencing local conflicts. Protecting the Horn’s trade corridors also requires attention to the political struggles around them.

About the Author

Abdinasir Hassan Timoweyne is Founder and Director of the Nexa Centre and Senior Lecturer in International Relations at New Generation University.
