Course Overview

Terrorism and Counterterrorism offers a critical, comparative study of terrorism as a form of political violence and of the policies states use to prevent, disrupt, and respond to it. Students examine competing definitions, the historical evolution of terrorist movements, ideological narratives, radicalization pathways, recruitment, organizational strategy, and the growing role of media and technology in extremist mobilization worldwide. The course carefully distinguishes terrorism from insurgency, violent extremism, and civil war, showing why these categories matter for policy design. Learners evaluate military, intelligence, legal, preventive, developmental, and community-based counterterrorism instruments, weighing legitimacy, human rights protection, operational effectiveness, and unintended consequences such as radicalization backlash. Global and historical cases are consistently connected to Somalia and the wider Horn of Africa so theory is tested against regional realities. Through readings, quizzes, case studies, and structured seminar discussion, students build the analytical and policy-evaluation skills needed to critically assess real counterterrorism decisions.
